台灣對美國牛肉進口門戶大開，引起民眾與國會高度反彈。據了解，由國安會、外交部、衛生署、農委會組成的談判團隊，第一時間談出來的結論，就是現今包含內臟在內的開放幅度，且一直是這個方向。

立法院高度不滿馬政府「欺瞞」，做出連內臟也開放、違背立法院決議的決策。但國安會高層卻指，談判團隊呈上來的報告「從一開始就有內臟」。等於證實台灣對美談判團隊，自始就退守到底線了。

民進黨主席蔡英文昨日批評，外界無法理解為何政府退讓這麼多、這麼快。「高層」應承擔決策責任，不是推卸責任給事務階層官員。前副總統呂秀蓮則認為，扁政府起碼還撐了好幾年，但馬政府整個都垮掉了，所以美國予取予求。

不過，對於外界指涉馬英九總統與國安會「拍板」美國牛肉開放，總統府發言人王郁琦表示：「太扯了！總統不會管到內臟那麼細的事。」王郁琦指，馬總統對美國牛肉的決策大方向的確是開放，因有助於台美貿易，但開放到什麼程度的細節，是由行政部門決定，「總統也相信行政部門會做好嚴格把關的工作。」

外交知情人士表示，本案從頭到尾的談判方向都是「包括內臟在內全部開放」，沒有所謂的「轉變」，是「因為楊志良近日忙於新流感防疫工作，沒有緊追進度，才會在第一時間出現口誤。」

衛生署長楊志良已表示，若立法院為此凍結衛生署預算，他願下台負責。行政院長吳敦義則出面強調，談判是經由行政院同意。

吳敦義表示，楊志良因沒有參加談判，對其中的細節不清楚，才會說對開放美國牛肉進口「非常失望」，但他對楊志良自我惕厲的精神相當肯定。他說，我方談判代表已盡最大努力，使安全標準不比美國本土、歐洲、韓國等地寬鬆。

行政院官員指出，楊志良對外溝通時強調不含內臟，是我方主觀期待；但根據書面資料，我方多次談判推演，美國的底線始終都是以韓國模式為主，含丁骨牛肉和內臟。

楊志良說，為使談判有所緩衝，所以完全授權副署長蕭美玲全權代表衛生署參與跨部會談判。然因台美最後簽署協定的時間是台北時間廿二日深夜，楊志良竟到次日早上才接獲蕭美玲的結果報告。他說，應是因為簽署時間已是台北時間的半夜，「所以副署長不好意思打電話給我。」

據悉，我方最後點頭簽字的關鍵，在於認為開放進口後的五道審核關卡，仍可「操之在我」：第一是絕對不得進口超過卅個月的牛品；第二是美國保證完整的安全檢驗機制；第三是屠宰過程必須有獸醫師監管，具檢驗證明；第四是台灣政府有權進行抽驗把關；第五則是有權到美國現場視察。

【2009/08/14】總統對於國內外關於莫拉克風災政府救援不力的批評感到十分不解，他指出：「不過是死了幾百個原住民而已，有那麼嚴重嗎？」

總統再度重申他並未拒絕外國提供的援助，他解釋：「一旦我們同意接受中國的人道援助之後，自然也會同意其他國家的援助－－大家要有耐心。」

NYT’s photo blog Lens tracked down the 4 photographers who captured the iconic image of the unknown person blocking the tanks 20 years ago in Tiananmen Square. The stories behind the pictures are fascinating.

As the tanks neared the Beijing Hotel, the lone young man walked toward the middle of the avenue waving his jacket and shopping bag to stop the tanks. I kept shooting in anticipation of what I felt was his certain doom. But to my amazement, the lead tank stopped, then tried to move around him. But the young man cut it off again. Finally, the PSB (Public Security Bureau) grabbed him and ran away with him. Stuart and I looked at each other somewhat in disbelief at what we had just seen and photographed.

I think his action captured peoples’ hearts everywhere, and when the moment came, his character defined the moment, rather than the moment defining him. He made the image. I was just one of the photographers. And I felt honored to be there.

…In my opinion, it is regretful that this image alone has become the iconic “mother” of the Tiananmen tragedy. This tends to overshadow all the other tremendous work that other photographers did up to and during the crackdown. Some journalists were killed during this coverage and almost all risked being shot at one time or another… A host of others contributed to the fuller historical record of what occurred during this tragedy and we should not be lured into a simplistic, one-shot view of this amazingly complex event.

(I know this link has been doing the rounds, but I couldn’t help it… Lens’s post was a perfect convergence of my interest in China and in photography, and set off a little thrill in my heart.)
